Police release two in custody That's a little misleading, the story says they were't released, but rather transferred to immigration authorities. That's the next thing to being released, but not quite the same thing.

Great. So we go from "police confident they have sniper in custody" as reported earlier today, to "men in custody not sniper but related" as reported later on, to "two illegals in the wrong place at the wrong time."
In other words, "we have no idea what we are doing, resume ducking and hiding."

Look at all three of these together. It seems he is communicating with someone whose first language is not english or someone intelligent impaired.
"To the person who left us a message at the Ponderosa last night: You gave us a telephone number. We do want to talk to you. Call us at the number you provided."
"We are going to respond to a message that we have received. We will respond later. We are preparing our response at this time."
"The person you called could not hear everything that you said. The audio was unclear and we want to get it right. Call us back so we can clearly understand,"

This is getting way too complicated for me, and I have been following this kind of stuff for a long time.

The best theory that I have seen posted today of how this whole weird scene could have set up by the sniper was posted by per loin: ============================================================

If this is true, the sniper played the two illegals and Chief Moose like a cat plays with a mouse, or as one our Freeper Wits noted, like a cat plays with a Moose! Notice that Moose cancelled his second appearance for the day and had the good sense to have professional PR lady talk to the reporters.
Now the 64 million $ question, will the sniper/snipers strike again to night to show that they are still in control of the situation?

No way to yet tell if the police are bungling(as you allege) or just being thorough. Not every time that something tugs on your line are you going to reel in what you are fishing for. At least they are out there actively fishing, rather than simply armchair quarterbacking. Its easy to be snide and cynical, much more difficult to actually perform.
Yet it seems that every potbelly with a remote thinks that he is McNabb.

More likely, the audio was bungled by the sniper or the telephone company.

In reference to the call, Montgomery County Police Chief Charles Moose said today:

Under the circumstances, the police are doing the best that's humanly possible.

I suppose I will have to finally say something about the police response in the sniper case. You have inferred they are keystone cops. I believe they are doing a good job under highly unusual circumstances.
I have never made a habit of saying anything nice about the police, but they are up against a wall here. This type of guerrilla warfare is near impossible to contain. Perhaps it is impossible.
The likely end to this will be the perps disappearance or a mistake, such as a traffic violation. The chief has found himself thrust into the media spotlight and has been doing fine IMHO. He has done nothing stupid or vain. He has been focused.
