But I think the main reason she wasn't specifically targeted is that it would be contrary to the assassin's goal, which is to instill terror in the general public.

you think so? I really heard it as a LISTED number, lol....could have used the word STATED number... I am not familiar with 800 messaging system...? Nachman got this second hand (at least). The real source is a LEO in Richmond. The Richmond paper was just interviewed, by NBC and it turns out that there have been many tarot cards left, not just the Death card in Bowie. The number (of the phone booth) was in the long note from the sniper. The policed missed the call because they did not get to the phone booth in time. I'm betting the sniper used the same pay phone(s) that they staked out today, and the Mexican stumbled into it.
The pay phones were probably the way the sniper left messages on a dial-in 800 number that is really just a message line. You dial-in, leave and and get your messages...
They can trace them (heck it is routinely collected on every 800 number) but after the fact.

Deserter
The deserter, not identified by name, was given permission for an August trip to the United States and Canada, said Bureau. Police sources said he had planned a trip to Chicago.
RTL radio reported the deserter was of Yugoslav origin, but Bureau could not confirm that, saying that he had to be a French citizens to attend the military school.
The missing officer never showed up for school in September. The gendarmerie, a force under the defence ministry, sent a note last week to the interior ministry. Interpol was then contacted, said Bureau.
Bureau cast doubt on reports in the French media that students at Saint-Cyr alleged they recognised their comrade in an unofficial police composite drawing of the sniper reportedly shown on French television. - Sapa-AP

Soldier Is Sniper Suspect
A French soldier who went missing on a holiday trip to America is reported to have matched an image of the serial sniper terrorising Washington.
The soldier is reported to have been identified as the man in a US police sketch of the gunman who has killed nine people in the Washington area since October 2...Bureau did not give the man's name or town of origin but said he was French.
"There has been no contact between him and his family since he left for the United States," he added.
The man was reported as a deserter to police in October and his details were sent to the international police force, Interpol.

I was seriously thinking it was al quada...but they wouldn't make demands,If I'm not mistaken, the only demands they made in the past have been about releasing certain prisoners. But don't take my word for it.

Also, the shooter picks out his location well before the shootings take place. The Home Depot fit with the type of locations being selected (steady stream of possible targets, easy getaways, someplace within shooting range to lie in wait). The location is relevant, the target is random.

Sure.... you DO have to be french citizen to attend the school... however, the french routinely grant citizenship to foreigners who join their military...

Disposable cell fones, maybe. For sure. Or stolen. Or with reprogrammed serial number (safest alternative).
But a cell phone is still vulnerable to triangulation techniques. First, the cell company looks up which tower is handling his call. Then, they send in the DoD plane which is equipped with highly sophisticated radio direction finding gear. Then come the helicopters and the SWAT team.
