I don't believe for a minute that the locals are in charge. What do you think?

no, I don't think they are either....can't possibly be.

err, should have added..the handlers(like all behind the scene string pullers) like it like this....that way the locals are set up to take the fall when it all goes south.

I also don't believe the locals are in charge..the only reason Moose is the headliner, IMO, is that the sniper chose him, and it wouldn't surprise me that Moose shudders each and everytime he has to relay a message..
