CNN Headline News is reporting that a woman has been shot near a Home Depot in Falls Church, VA, and that authorities are investigating whether this is another sniper attack.

If the rifling isn't "fast" enough for the bullet weight, it is highly unstable & will tumble when it hits ANYTHING. Or the projectile can be specially designed to tumble - see 836

TV 5 – A witness who spoke to an eyewitness that was just feet away from the woman when she was shot. He saw the woman fall and saw no other vehicle move in the garage. He had no idea where the shot came from.
A different witness saw a suspicious driver. The driver make a motion with his hands, like a shooting motion. He then drove out of the parking lot in a different direction.
Reported a single bullet in the forehead – this is second hand eyewitness information.

The child that was shot was right next to his aunt when he took fire. IIRC, and I may not be, the child was actually alone; the aunt had dropped him off and was back in her car. She saw it happen, but the kid wasn't right beside her.

It's not the firearm that causes the round to tumble. No, the firearm doesn't make the bullet tumble. But, it can be designed so that the bullet is more or less likely to tumble on impact.
The rifling can impart just enough spin to the bullet to keep it stabilized for a short flight, but tumble on impact. But, this results in decreased accuracy at longer ranges.
Conversely, A higher spin rate stabilizes the bullet for longer distances, but inhibits tumble on impact.
The round tumbles when it hits an object, the reason being a pocket of air left in the nose of the bullet. The nose collapses, the bullet destabilizes, and rips itself apart as it travels through an object.
You are describing fragmentation of a hollow-point bullet, not tumble. The later may happen as a consequence, but tumbling will occur even with a full-metal-jacket under the conditions I described above.

If this is Al Qaeda related, I'd look at the number of jurisdictions that are getting hit. I just heard on WTOP it's been six (Montgomery Co., DC, Prince William Co., Fairfax Co., and I'm not sure what the other two are). If you were looking to distract and disrupt all the law enforcement organizations around the nation's capital, this would be a pretty effective way of doing it.
Does anybody know what the other two jurisdictions are? And what the remaining jurisdictions in the immediate area are? Arlington Co.? Prince Georges Co.?
