If this is Al Qaeda related, I'd look at the number of jurisdictions that are getting hit. I just heard on WTOP it's been six (Montgomery Co., DC, Prince William Co., Fairfax Co., and I'm not sure what the other two are). If you were looking to distract and disrupt all the law enforcement organizations around the nation's capital, this would be a pretty effective way of doing it.

Does anybody know what the other two jurisdictions are? And what the remaining jurisdictions in the immediate area are? Arlington Co.? Prince Georges Co.?

Bowie MD is in Prince George's county. I believe the only immediate one that has not been affected is Arlington county VA.

I had not thought of the angle of distraction/disruption of police in the area. I would think that the DC area police are already distracted a lot, but it has surely been increased a hundred fold with this. That's a concerning hypothesis.
