I heard a short item on the radio this morning about this, and according to Ari Fleischer the White House did not issue a request to the networks to pre-empt their regular schedules.
It really sounded like Fleischer was doing a bit of backpedaling here -- apparently this address by the President is not going to contain any breaking announcements or any major policy decisions.

The only plausible explanation is that a thick cloud cover blocked the light of the full moon last Saturday, so there's nothing to discuss for now.... 8)

When Ari first announced the speach, he also said they would not ask for time from the networks. That was last week.
