I heard a short item on the radio this morning about this, and according to Ari Fleischer the White House did not issue a request to the networks to pre-empt their regular schedules.
It really sounded like Fleischer was doing a bit of backpedaling here -- apparently this address by the President is not going to contain any breaking announcements or any major policy decisions.

Of course fox will cover it. They give Bush live coverage when he goes to Iowa and talks to farmers (one of the reasons I like Fox, rather than to get the speeches pre-digested on other news channels). O'Reilly will do it, but I would be really surprised if they don't cover it.
