Daschle and the Senate Democrats had planned to approve a Department of Homeland Security by mid-September, and then move on to other issues. “But the homeland security debate has dragged on and appears set to continue dragging on for at least another week or two, partly because of Daschle’s apparent inability to rein in Appropriations Chairman Robert Byrd (D-W.Va.), who has filibustered portions of the bill.”
