SUMMARY: Dr. R. Scott Hitt, a noted AIDS (news - web sites) doctor and Clinton appointee, has been accused of sexually molesting patients.
Dr. Russell Scott Hitt, the noted Los Angeles-area AIDS doctor and Clinton administration appointee, has been accused by the Medical Board of California of sexually molesting patients.
In a complaint filed Aug. 16 before the Division of Medical Quality of the state's medical board, Hitt was accused of committing sexual misconduct and sexual exploitation of a male patient during an Aug. 28, 2000, check-up.
According to the complaint, Hitt asked the patient to remove his pants and began examining the man's genitals, which was followed by Hitt masturbating the patient. The incident occurred at Pacific Oaks Medical Group in Beverly Hills, where Hitt was a partner.
In the complaint Hitt admitted to touching his patient's genitalia, and said he was "helping out" the patient. He also admitted to "crossing a boundary."
After the incident came to the attention of Pacific Oaks, the medical group conducted its own investigation and turned over its findings to the medical board. The complaint also notes that in July 2000 Hitt recalled a similar incident where he "crossed a boundary" after another patient got an erection and came on to him.
Hitt resigned from Pacific Oaks in 2000 and gave up seeing patients. The incidents of that summer, however, were not the only times there had been apparent lapses of judgment by Hitt. The complaint also describes an Aug. 3, 1999, incident where the physician masturbated in front of two Los Angeles police officers in a Beverly Center restroom. Hitt completed an "Alternative Prosecution Program" in November 1999 instead of facing formal charges.
Once the matter is heard before an administrative law judge, Hitt may have his medical license revoked or suspended.
The former chair of the Presidential Advisory Council on HIV (news - web sites)/AIDS (PACHA) from 1995 to 1999, Hitt has long been considered one of the nation's pre-eminent AIDS activists and policy advisors, as well as an active force in promoting and raising money for gay-friendly politicians. In a 1994 interview with the Los Angeles Times, veteran gay political consultant David Mixner said, "I put Hitt in the top 10 astounding figures I've known since working on national politics over 34 years."
In Thursday's Los Angeles Times, Hitt said he did "things" he regrets, citing mental stress brought on by a serious illness.
"In July of 1999, my life fell apart. I was diagnosed with metastatic colon cancer. My odds of recovery were very slim," he told the Times. After surgeries and chemotherapy, Hitt said his cancer is currently in remission.
During his tenure at PACHA, Hitt became a staunch defender of aggressive AIDS-fighting policies, including the federal endorsement of needle exchange, a move the Clinton administration rejected.
Hitt is currently president of the American Academy of HIV Medicine, an independent organization of HIV specialists.
Martin Delaney, founder of San Francisco's Project Inform, said he was saddened by the news of Hitt's situation.
"Whatever misdeeds he committed have to be weighed against the good that he has done and continues to do," Delaney told the Times.

Once we are past all that, it seems this is par for the course with the liberal "gay activist" community. This man is scum, but the liberals think he's just fine.
