The family did not apply for any of the financial assistance provided to victims' survivors and did not obtain a death certificate, the newspaper said. Based on this little piece of information, I'd say that nobody really thought he was dead in the first place.

There's a possibility this guy was nowhere near the WTC on 9-11. He may have been just another one of the many mentally-marginal wanderers of the NYC streets, peddling pencils or something.
His family may have a lot to gain by "believing" he was "around" the Twin Towers the morning of the attack. Already, a lot of "true believers" have been outed since that fateful day.

All the other scammers would have claimed they 'knew' he was there. These people never did, so they didn't get him listed as a victim.

I am getting the impression that he was 'schizophrenic' before September 11. . .and that coupled with amensia may have added to his/the hospital's confusion. . .
This is an amazing/strange story; am wondering, given the time frame, why the hospital did not post HIS picture as 'found'.

Well, we'll wait and see. IMO, this story is one of many sad human interest stories happening every day in the Big Apple and would be of little note unless there's something going on with a WTC connection.

Because he was obviously in a psychiatric hospital. He would have to give permission to contact his family. If he cannot give permission the hospital need obtain guardianship and temporary custody before notifying family.
