For those who think this is all about race, they should keep in mind that Albanians are white. I'd want them here too if it was about race, yet I think they're doing just fine right where they are.
I'm not going to argue about the urgent need for action .. but I do note that the "margin of error" in complex accounting models is a bit more relaxed in government circles than in the business world.

I have some major qualms about the methodology used in this model. Let's start with 5 million!
It's ironic, this method of creatively divining number counts in hazy and dynamic environments is called "accounting and securites fraud" in the corporate world, and is heralded as an estimate with a "prudent and responsible buffer for error" in the civil servant racket.
But you get conflicting interpretations from various sources and I'm just confused and disinterested at this point.

After all of this, claiming that you're confused and disinterested really only begs the question. You posted to this thread precisely because you're interested.
