Sometimes these guys are pretty clever. The two most clever things they've done is to get away from the idea of checks directly given. This allows them to sidestep the issue of who is owed what. The second thing is to focus on the government as the bill-payer. This allows them to sidestep the issue of who owes what. You'll notice, however, that no one has mentioned the fact that these folks at this rally will not get a check. The checks will go to the black elites to be spent on their behalf.
