Article I Section 2: The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.
Article I Section 3: The Senate shall have the sole Power to try all Impeachments.
Article II Section 4: The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.
Article III Section 1: The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour

They also neglect the fact that the networks' calling Florida for Gore before the polls even closed, and also calling as many states for Gore as quickly as they could, while waiting 45 minutes to 3 HOURS to call any states for Bush, for purely partisan reasons (read "At Any Cost" for extensive evidence on this) lost Bush at least 10,000 votes in the Florida panhandle (which is extremely GOP). It also cost him anywhere from 2-3 million votes out West where people simply dropped out of line and went home, or never even headed toward their polling booth in the first place, because the networks had been pounding into their heads that Florida was the key, and since Gore had "won" Florida, there was no reason for them to even bother. If it weren't for the extreme Democratic bias at the networks (even Fox, in this case), Bush would unquestionably have won Florida with tons of votes to spare, would have won the popular vote as well, and probably would have picked up one or two Western states that he ended up losing by razor-thin margins.
The simple fact is, on November 7, 2000, more people set out that morning intending to vote Bush than did to vote Gore. If it weren't for the combined incompetence on VNS and the horrific pro-RAT partisanship on the part of the networks, Bush would have had a clear, unquestionable victory. Since it was RAT chicanery that cost Bush so many votes on that day (basically voter fraud on the networks' part), the RATS have no right to even claim that Gore "won the popular vote."
Not that it matters if he did, of course.
