There are different kinds of curbs.....the ones you refer to are put in place when the markets have dropped a certain number.....they don't allow "program selling" at that time..keeps the computer trading programs from piling on and dricing the markets straight down..that's what happened in 1987.........that was the so-called "portfolio insurance"..remember?

Curbs were designed after the '87 crash to slow things down. I don't know much more about it than you, but at a change of the Dow of roughly 200 points (down or up), they stop taking program trades (computer-to-computer). I don't recall when they get taken off, but there is a point at which it is.

Although I'm don't doubt there is a PPT at work in the markets, I'm not sure the late day rallies we've seen are completely due to the PPT. It's possible, but it also could be shorts closing out their positions. Bulls love to villify short traders, implying there is something evil in shorting the market. The irony is that shorts actually help in a falling market by providing liquidity (i.e. they are buyers when everyone else is selling).
