I have done a fair amount of engineering design work at Refineries. They are a complex chemical process that is optimized for continuous operation. When something upsets that optimized process, really bad things can happen.
Some of the absolute worst refinery acidents have happed directly after power outages up here in Washington State.
Refineries accross the country are real touchy about the level of electric utility reliability they are given as it is a real safety issue.
Refineries are also terrorist identified potential targets. After Sept 11th all the ones up here in Washington STate had guards at the front gate and concrete Jersey barriers installed to prevent vehicles from running the gate at speed.
Based on what I know about the massive Stage 2 Power Emergency today and the requirement in Stage 2 to curtail certain industrial loads, I would suspect that this could be an industrial accident related to the loss of power. However, I am speculating at the moment.

Okay, I'll just move on!

< tinfoil>A refinery burn off like this is no big deal. But, throwing a "shelter in place" order out there could shure make a huge cut in demend on the power grid.< /tinfoil>

How close is this area to Pasadena? Pasadena is in Southern California, near Los Angeles. It is very far from Sacramento and San Francisco. I don't think there's an East Bay in Southern California.

I'm not sure, but probably. Stoplights out, shops closed down, mayhem in the streets (no, just kidding about that part....)

Is any of this near Antioch?

That particular refinery has a loooong history of problems. That's the one where four guys were killed in a flash fire several years ago.

This is scarey stuff, we have a chemical factory near my work, last July had a large explosion from dumping a cocktail of chems into a disposal tank. Makes me shudder.

Is any of this near Antioch? Antioch is just down(wind) the road on Hwy 4, about 10 miles to the east.

I understand how you feel about French politicians and I'm right there with you. But you have to admit that the French really do know how to eat. Ooooohhhhhh!
Plus, French SOUNDS so much nicer than Spanish or German, n'est-ce pas?
BTW - Both sides of my family have been hanging around America for at least 12 generations.
