Questionable package found near Monroe electrical station

Police are converging on an area in Monroe where what they call a suspicious package has been discovered at an electrical power sub-station.
The bomb squad from Cabarrus County is also on its way. Authorities say they're not taking any chances and will treat the package as a potential threat.
We have a number of crews on the way and we'll bring you more information as it becomes available.

Electrical stations usually are high-gated, to keep people out for their own protection and to protect the station.....do you know anything about the "normal" security and setting (remote or otherwise) of this particularly one?

My prediction: the package will be completely harmless containing someone's birthday present lost off the top of a car. Having determined that it was harmless, the bomb squad will take it out and blow it up anyway.

This is the story that is currently posted on the WBTV website. Underlining is my emphasis. Same story?
"A maintenance worker doing repair work on the substation found what looked like a pipe bomb yesterday. It had wires, tape, and a battery attached to it. However, after Cabarrus County bomb technicians fired a shot gun round into the device, they determined it was hoax. "There was no explosives in the device. It turned out to be a fake and of course we're all glad of that." said Chief Bobby Haulk. Police say had the bomb been real, it probably would not have damaged the substation because it was so small."
