U.S. quietly OKs fetal stem cell work - Bush allows funding despite federal limits on embryo use

I see, though, that my statement "that's funding he can't block" was correct.

I don't think so. "Blocking funding of fetal stem cell research" and "prohibiting support of research on the transplantation of human fetal tissue for therapeutic purposes" aren't the same thing. There's plenty wiggle room there, and hopefully the Administration will take advantage of it.

And what do you think would happen if GWB, or his subordinates, said that, so far as he, or they, could make it out, there was no license to exploit human remains for 'research' on the basis of this language?

I stand ready to carry a spear, or an AK 47, or whatever else is needed in the political world, to help the President on this matter. And to undermine his wife and her mother-in-law.

Here it is.

More specifically, the 1993 stuff that the article mentions is in Sec. 289g-1, Research on transplantation of fetal tissue and Sec. 289g-2, Prohibitions regarding human fetal tissue.

The section of the 1993 law that supposedly makes it illegal to ban (any?)funding of fetal stem cell research is called "Nullification of Moratorium," which is in the U.S.Code under Notes on Sec. 289g-1 and includes a link to the actual Public Law that was passed.

Note, the important thing that needs defining is "research on the transplantation of human fetal tissue for therapeutic purposes". This is something that could maybe be clarified in new NIH guidelines, imo. (BTW, "human fetal tissue" is already defined in the law as "tissue or cells obtained from a dead human embryo or fetus after a spontaneous or induced abortion, or after a stillbirth.")
