Could you try to state the meaning of this legislation in English?

And what do you think would happen if GWB, or his subordinates, said that, so far as he, or they, could make it out, there was no license to exploit human remains for 'research' on the basis of this language?

I stand ready to carry a spear, or an AK 47, or whatever else is needed in the political world, to help the President on this matter. And to undermine his wife and her mother-in-law.

Note, the important thing that needs defining is "research on the transplantation of human fetal tissue for therapeutic purposes". This is something that could maybe be clarified in new NIH guidelines, imo. (BTW, "human fetal tissue" is already defined in the law as "tissue or cells obtained from a dead human embryo or fetus after a spontaneous or induced abortion, or after a stillbirth.")
