OSCOW - The US-Russian arms treaty signed in Moscow last month did nothing to eliminate the greatest fear in an age of terror: that one of Russia's thousands of tactical nuclear devices left over from the Cold War could fall into the wrong hands.

The way I call it, this situation is more of a real threat than Iraq, Iran, North Korea put together.

Another major threat, are the huge stores of chemical and Boilogical munitions sites also scatterd across the former Soviet Union.

But there is more media and political milage over dash and glory action, rather than quite methodical security operations.

Some of the Russian nuclear "suitcase" weapons that went walkabout a few years ago found their way into the hands of the Chechen freedom fighters battling the tyranny of Moscow. Much as the appearance of early generation Stinger missiles in Afghanistan did in the 1980's, these new weapon capabilities put increased strain on the insurgent coalition.

Known as the "Allah's Suitcase" scenario, Western intelligence sources have confirmed the delivery of two and probably three of these devices to various Chechen factions in Baku during the early Autumn of 2000. It is believed that Shamil Basayev acquired one (or two) of these weapons while the late Arab fighter Khattab sold a third unit to al-Qaeda representatives early in 2001.

Once reaching Baku, one of these devices is believed to have transited the Caspian Sea toward Iran. The Basayev bomb briefly traced to Ingushetia north of Nazran and south of the Terek River late in 2001.

Basayev has sworn a holy oath to destroy Moscow if Russian forces do not withdraw from Chechnya. He is a cunning and masterful planner that leaves very little to chance. If given the window of opportunity he will detonate a 1.5 kt device in Moscow and attempt to topple the Putin government.

With the capability in hand, the timing is the critical question. Basayev is thought to hope to coordinate his strike with a similar catastrophic detonation in Western Europe. He believes that these events will trigger a general Islamic uprising in the former Soviet states, while collapsing the Russian will to continue a presence in Chechnya.

While many cheered the death of Khattab earlier this year, unfortunately his passing severed the last link to the delivery of the al-Qaeda bomb. London and Langley both quite aware that it is out there and to their credit they are redoubling efforts to thwart this attack.

The oil refinery capacity of Houston still believed to be a primary target.

The good news about Shamil Basayev is that there are one or two Americans he trusts and will listen to. He does not want to destroy Moscow -- he merely wants the Russians out of Chechnya. However he will not be stalled forever by unfulfilled promises.

The bad news about al-Qaeda is that the West has lost the intitative in the War on Terror. This is not a good thing.

And gee, Mr.D., would you be one of those "enlightened" Americans? What's Baseyov going to do? Hop on his one good foot all the way to Moscow? If he had it, he would have used it. Just like your pet animals bombed apartments, traffic tunnels and a Victory Day parade killing 41 (12 children). You support animals, you have as much credibility as your pathetic charges. Got news for you: Newsmax has all the credibility of DEBKA...which means none. Lunov is a snake oil sales man who left Russia in '93 not the Soviet Union. He also made millions on a book he wrote about how the Soviet Secret Plan was to invade America on Y2K. Quite a few people were waiting for it....whoops.

Haven't there been some reports as of a month ago that Basayev may be dead? I remember reading something on Strana.ru about it, and there were pictures of what looked to be his corpse?

I agree with your Newsmax assessment; what type of man would defect after the collapse of the Soviet Union, and then claim to know all that has happened covertly since?

Alas, I cannot claim to be one of those "enlightened Americans" you mention. Fortunately they are a bit higher up the pay grade and with much more influence within the conservative circles of the L Street corridor that currently direct US foreign policy. Happily I do have a passing acquaintance with such and am always pleased to direct them toward the true path of understanding when it comes to the Chechen struggle for freedom.

Time has certainly not mellowed your vitriolic vintage. Still trying to peddle those FSB fairy tales of Chechens committing apartment and Victory Day bombings? Everyone knows that Russians kill their own in times of internal dissent. With American shock troops ejecting the poorly trained and ill equipped Russian "army" from Georgia in recent months -- and Shamil Basayev rallying the Chechen military command once more around democratically elected president Aslan Maskhadov -- the Moscow thugs realise once again their shaky grip on power is soon to be loosened forever.

The United States of America now solidly allied with moderate Chechen forces. New American communication equipment has successfully thwarted Russian COIN ops of late -- much to the chagrin of Moscow. President Maskhadov pledging renewed support to American financed pipeline projects in the region as moderate Chechens have agreed in principle to the project once the Russians are run out of the Caucuses.

The Russian Federation a paper tiger. Illegal Russian military sorties into Kosovo, Georgia, and Chechnya will no longer be tolerated by Nationalist backed freedom movements that can up the battle scale to 1.5 kt.

Best Mr Putin recall his flunkies before "Allah's suitcase" ruins his whole weekend.

As for Chechins, they are about to be escorted out at gun point by the Georgians from Pritora Gorge and right into the loving embrace of the FSB....wish you could be there.
