Fox just reported that Chandra wore a ring that wasn't found in her apartment, this may be the reason that the body was thought to be hers, if the ring was with it.

Yes, they've gone thru heck the past year. On the other hand, if they confirm
it is her, then they can find closure regarding "Where's Chandra?" They can have
a funeral for her finally. That would be something for them, I guess.........

Howlin, I was wondering that, too. So many dogwalkers, why didn't the skull turn up earlier. Well, it turns out that the guy who found it today was hunting for turtles (yeah--DC--it takes all kinds) and when his dog lead him to it, the skull, partly buried, looked like a turtle shell. Then he picked it up---
