A dispute about the fate of two accused terrorists surrendered in the deal that ended the Israeli siege of Ramallah erupted yesterday after aides to Palestinian leader Yasser Arafat said the U.S. promised to release the prisoners.
White House spokesman Richard Boucher denied that the release of Ahmed Saadat and Fuad Shobaki, both senior Palestinian officials, was part of the U.S.-brokered agreement that ended the siege of Arafat's headquarters Thursday. "The arrangement is to keep these people in custody," Boucher said.
Israel accuses Saadat of masterminding the assassination of Israeli Tourism Minister Rehavam Zeevi in October and says Shobaki financed a large shipment of weapons from Iran.
The two were among six surrendered by Arafat and placed in a Jericho jail under American and British supervision.
The controversy could complicate Israeli Prime Minister Ariel Sharon's meeting Tuesday with President Bush at the White House and compound concerns over Secretary of State Powell's plans for peace talks this summer.
As with all Mideast diplomacy, there are many complications.
Sharon has sworn not to negotiate with Arafat and is expected to tell Bush when they meet that Israel will not hold talks until after violence has stopped.
He also is expected to present his own peace plan based on a long-term interim agreement with the Palestinians.
Arafat is expected to travel to Egypt to meet with Arab leaders, including Saudi Crown Prince Abdullah, who conferred with Bush last week on a peace strategy. It was not clear, however, whether Sharon would allow Arafat back into the West Bank — especially if any terror attacks occur while he is gone.
But Arafat welcomed Powell's peace conference, saying Palestinians would "consult all the brethren Arab leaders over this conference before it convenes."
A time and place for the talks has not been set.
FWIW, someone expanded on this a bit on Fox the other day: these "monitors" are not there to prevent escape, only to "report" the escape. They even speculated that the US "monitors" would not be military personnel, or CIA, but "State Department" personnel, and would most probably be "unarmed."
Thought: just as the UN personnel in the Pali camps are 90% Palestinian, perhaps the State Department has contracted out to the Palis for this assignment...
