March 28, 2002 -- WASHINGTON - Sen. Hillary Rodham Clinton scored an "F" in her first year in Congress by voting for more new government spending than any of her 99 colleagues, an anti-tax group reports.

Clinton set a record, getting a 3 percent rating for her 2001 voting record, the lowest score ever for a freshman and lower than any other senator, according to the National Taxpayers Union.

I thought NY was a net payer of taxes meaning that the amount the individuals pay far exceeds the amount they "get back". That means that Hillary is responible for moving NY cash out of NY and into the Federal gov't yet claims crdit for doing the opposite. Are NY liberals really that dumb ?

I went to the NTU site and found only outdated press releases and ratings. Can anyone provide a link to the ratings cited in the article? I'd like to check how my free-spending local Congressman did (Maurice Hinchey-NY 26th).

The available evidence currently points to YES!, according to statements of Rep. Frost(D-Texas) and other House Democratic Caucus members such as Gephardt,

refer: DATE CERTAIN TAX CODE REPLACEMENT ACT, House Congressional Record April 13, 2000 pages H2259-H2282; speaking of a memo regarding the Joint Tax Committee's assessment of the total Federal tax rate as a percentage of family consumption expenditures based on Clinton administration expectations for government growth in program funding)

Apparently the House Democratic Caucus hopes to be able raise total federal taxes across 10 years to 59.5% of family consumption expenditures. That indicates a whopping 37.3% of gross family income, more than 1.5 times the effective total federal tax rate born by the nation's familys in 1999 as estimated by CBO.

Sen. Charles Schumer scored 9 percent, according to the group, which reviewed 194 Senate votes cast last year for their relative impact on taxpayers.

Clinton dismissed the ranking: "Getting a high score from this group would mean cutting billions of dollars in aid for New York," she said through a spokesman.

Among New York House members, the lowest score went to Rep. Charles Rangel (D-Manhattan), with 6 percent, while Rep. Vito Fossella (R-S.I.) claimed the highest score, 68 percent.

Hillary is such a retard. She campaigned on getting more of New York's tax dollars back to New York. Now she votes for every spending/tax increase that comes along. She is either too stupid to realise that those two things don't jive, or she is so power hungry that she believes that New York's money must flow through her regardless of its final destination.

And the Bush administration is exceeding even that with new programs, new bureacracies, increasing foreign aide and deficit spending....so what's your point?

Mr. Speaker, the previous speaker was asking about simplicity and how do we understand all of this. Let me read a memo from the Joint Committee on Taxation . This ought to be simple enough for the gentleman to understand.

The memorandum is in response to their request for an estimate of the budget neutral tax rate for H.R. 2525. That is the bill of the gentleman from Georgia (Mr. LINDER), a bill to replace the current U.S. corporate and individual income, estate and gift and Federal income contributions act, payroll taxes, with a flat tax on retail sales of all goods and services.

Then on the second page it has a little chart here, neutral over 5 years, 59.5 percent. That is what they want to do, neutral over 5 years, national sales tax 59.5 percent. I believe the American people can understand that.

According to the Tax Foundation Federal Spending by State Per Tax Dollar Sent to Washington in Y2000 New York received 86 cents for every dollar sent to the federal government.
