Baumgart, Doyle Propose Gun Ban
Pump Shotguns and Most Other Firearms Banned

Virtually every gun used to hunt in Wisconsin would be illegal to use under a bill authored by Senator Jim Baumgart at the request Attorney General Jim Doyle.

The supposed terrorism legislation would outlaw the use of any pump, lever or bolt action rifle or shotgun as well as any revolver or semi-automatic firearm for hunting, self-defense or target practice. In fact, only single-shot firearms, less than one-percent of all firearms, could be used by anyone except law enforcement and the military. Anyone using a firearm that holds more than one bullet or even owning a single bullet would be guilty of a Felony.

"If Baumgart and Doyle get their way, every hunter in Wisconsin would be an instant criminal, facing prison and a lifetime loss of voting rights," said state Senator Dave Zien (R-Wheaton). "Reloading your own shotgun shells could send you to prison for 15-years."

Rather than ban firearms outright, Doyle and Baumgart ban all types of ammunition by defining the bullet as both a "destructive device" and an "explosive," the gunpowder as an "explosive" and even the tiny primer that ignites every bullet is specifically called a "detonator."

Owning, possessing or using any of these items would be a felony offense, unless the citizens could prove they were only for use in "firearms that are designed to shoot no more than one shot without manual reloading" (i.e. single shot firearms).

"Can you imagine a Wisconsin elected official outlawing the use every pump shotgun and labeling every duck hunter a terrorist?" asked Zien. "Maybe the Attorney General should concentrate on the real terrorists and leave law-abiding gun owners alone."

The bill even goes as far as allowing photographs of a person with banned material to be used as evidence of a crime.

" This will make the picture of a hunter with her Remington 870 and a trophy buck evidence of terrorist activity," said Zien.

In 1998, Wisconsin voters amended the state Constitution to protect the right of law-abiding citizens to posses and use firearms. Because the Constitution prevents Doyle from banning the gun, the only way he can deny hunters the use of their guns is to ban the ammunition.

"It is no wonder people are cynical about their government," said Zien, author of Wisconsin's Right to Keep and Bear Arms.

"When the attorney charged with upholding our Constitution deliberately tries to thwart that Constitution and deny the will of the people, it gives all public servants a bad name."

Information on the Attorney General¹s website describing the points of Doyle¹s "Anti-Terrorism Legislative Package" mentions nothing about the gun ban provisions. Zien noted the information distributed to legislators also mentioned nothing about the bans. Doyle can only propose the language to legislators. The legislative author (Baumgart) takes whatever he chooses from Doyle's draft and introduces his own bill. Baumgart likewise mentions nothing about the bans in his memo to legislators asking them to join as cosponsors of his bill.

And Jim Doyle thinks he has a chance to become governor. i hope he keeps makeing these stuip statements. Most of wis is not from the state of madison.

So, am I to infer from this sentence in the article that prior to 1998, the state Constitution did not include the right to keep and bear arms that is in the US Constitution? Do states have the right to deny their citizens any rights that are in the US Constitution? If a right enumerated and guaranteed in the US Constitution is not in a State Constutution, then a resident of that state doesn't have the same constitutional rights as US citizens in other states?

I simply am not clear on this concept.

Ha Ha Ha Ha...

These idiots won't let up. They keep up the pressure, because they know if they do, eventually they progress their agenda in an incremental way. This BS is part of their attempt to counter favorable reception of the concealed carry bills. They're painting guns as tools of the terrorist. They're associating gun owners with terrorists in the minds of the left leaning voters. It's amazing to me that Doyle got elected at all. Him and the rest of the leftists did their best to prevent the RKBA amendment to the WI Constitution.

They're just rattling folks cages now. If they did get it passed, they'd all be tarred, feathered and set afloat on a chunk of ice in Lake Michigan, before it hit the papers in the rest of the country.

Where is Baumgart from?

You've got the 'where' right in your question.

I need not remind you that Ayatollah General Doyle is a vicious fascist, which I know from personal experience.

His initial proposal also outlawed (CRIMINALLY) yelling imprecations at such heroes of the Communist Party as C. Chvala.

But this bill is not suicide--it is merely the first chapter. Fortunately, it will not get out of a trashbucket in the Assembly's committee--at least for now.

He needs to be to the left of Barrett, who is a VERY smooth far-leftie but so far able to hide as a 'moderate.' Except for his vote regarding Clinton's impeachment, he does not seem to be a Party-apparatchik--and Doyle figures that he MUST nail down Madison and a part of Milwaukee to keep Barrett out of the race. Ergo, Doyle goes as far to the left as possible.

The State could not forbid possesion against the 2nd Amendment--however, the State's amendment includes the phrase 'for any legal purpose,' which makes it clear that the 2nd Amendment is not for duckhunters (as Schumer & Co. would have you believe.)

Only that I am sick of the way our rights are taken away one tiny step at a time. Maybe if this law was passed the sheeple would finally wake up and throw off the chains.

But of course this won't pass because even the most stupid anti-gunner realizes that this would destroy them once and for all.

This is a set up so that the anti-gunners can appear to be "pro-gun" when they reject it.

Is a state that sends 600000+ people into the deer woods and out of the 350-400 mega people in WI with 90 % armed what are they thinking ?? ( see item #1)

thanks for the clarification. California also does not have a right to keep and bear arms in its constitution. I don't have the details, but there was an appeal on case that went to the 9th Circuit Court of Appeals. The court ruled that the 2nd amendment only stayed the Federal hand. WHAT?!! That's what has me absolutely baffled. I'll have to look it up for any further details.
