Prepare their bodies as one would for any funeral. Reconstruct them if necessary, dress them in precisely the clothing they might have desired. Even make them smell nice. Find out where the sympathizers of the dearly departed terrorists live, and where they would like the bodies delivered. And deliver the bodies.

But only after contaminating them with Anthrax, Bubonic Plaugue, Ebola, or alternatively, a nice "dirty bomb".
