Feds break up $250M nationwide scam that sold fake nursing diplomas, targeted Haitian population

In spring of 2021, a man visits a small storefront in Fort Lauderdale, Florida. He tells the woman at the desk – the business owner– that he wants a nursing degree.

What happens next, captured on undercover video, helps unravel one of the largest healthcare fraud schemes in recent U.S. history, operating heavily in South Florida’s tight-knit Haitian immigrant networks.

The con secretly recruited and collected money from people who wanted to buy, not earn, nursing diplomas.

Isaac Bledsoe is a federal Special Agent in Charge of the Inspector General’s Miami office at Health and Human Services. He says his agency got onto the fraud through a tip.

“So believe it or not, we had an individual whose family member had reached out to them, asked if they could borrow somewhere around $16,000, that if they had the money, there's a school in South Florida that will give them a nursing diploma,” Bledsoe recently told Full Measure, in explaining the scheme.

“So we started off with an undercover immediately, where we had an undercover reach out to one of these schools in South Florida, put themselves out as an individual who has no healthcare background but looking to buy, wants to be a nurse, looking to buy a nursing diploma and ‘what can they do?’”

That’ll work as well.

Just think. Most of these fake nurses are probably employed at nursing homes where some of our most vulnerable citizens are located.

In this area, nursing home residents are generally victimized by native-born "techs" that do as little as possible and have cell phones always at hand... and who HR departments will not discipline even when the techs are actually abusing residents.

Yes.

Isn't it interesting how many multi-million dollars scams are being uncovered these days. There is a commonality.

Government programs spewing out money with little oversight and precious few guardrails.

Been going on for years, and accelerating, it seems. Time to "deport deport deport......then deport some more" and cut, cut, cut and then cut government programs some more.

The businesses that hire them should be fired as well. This is just a method where they get lower costs in paid wages, the workers get paid more than they are worth and the ethical nurses and employers and patients get hurt. Yet it is all sold on being compassionate.

OK, guys, wife is a nurse, I know a little about this.

The term “nurse” is an umbrella term and it covers everything from the medical assistant that takes your blood pressure before telling you that the doctor will be in shortly, to the RN doing CPR on the accident victim in the emergency room.

And these different “ranks” (if you will) require different testing. The medical assistant, or a tech at a nursing home, might get away with just having that fake degree, but if you want to be a CNA, or an RN, you have to pass a test. The NCLEX. The CNA test covers less ground, (I think you don’t have to know the 300 drugs, and their potential interactions with OTHER drugs that the RNs have to learn), but the RN test is *NO JOKE*. When my wife was studying for it I assumed that I could help her. I understand things pretty well I thought. I read about 5 study questions and I not only didn’t know the answer, I generally didn’t know what they were talking about.

This test is administered by Pearson, a legit testing company. Your test is recorded on camera, and has to be done in person where you have to present ID. Am I saying it’d be impossible that there’s a Pearson in Florida that’s on the take? No, but I find it highly unlikely.

I cannot understand how people who buy a fake degree, have no training, no experience, can possibly get hired. What would they do on the first day of a new job? They wouldn’t know a bed pan from an IV.
