Pennsylvania’s welfare fraud rate surged 165 percent in 2025, vaulting the Commonwealth to the fourth‑highest rate in the nation and raising fresh questions about whether Harrisburg and its largest cities are equipped to protect taxpayer dollars.

I’m in PA. Not long ago I bought real estate from an seller on welfare. We had a proper contract, having agreed on a dirt-cheap price that the county assistance office considered outrageously low (full cash, about 10 cents on the dollar), given they were paying for the seller’s long-term care at a nursing home. They demanded I pay more and they had no lien or any other way to enforce their demand.
They were absolutely ferocious. Took a lawyer just as mean, to make them back off. A simple “not a party to the contract” didn’t cut mustard at all.
Of course this didn’t happen in Philly. Just saying, some of them take their duty quite seriously.
The fraud did not increase. They just started looking at it and found more.
I’m with you on this one. I think private charity does a far better job of helping the poor and needy than welfare.
Bet the specs cheat sheet is a long one on that data.

I hope that a Realtor was not involved for the buyer or seller or a transaction like that can have them easily brought up on ethics charges with their local MLS. I wish I was kidding and a “third party” might have enough sway to make that happen.
I had a client tell his ex wife she would get 100% of the proceeds from the sale of the house if she didn’t contest anything else in the divorce. She agreed. He wanted to sell the house to me for $1.
I say about 75% of the fraud committed was done by the provider rather than the client. Although, clients are not stupid and if the money is there for the taking they figure it out.
Blue cities are fraud factories. End fraud in Philly and Pittsburgh and the fraud rate drops to 1%.
Agree - if that was pushed we will see Muslim charity taking part in the ‘jihad’.

‘zakat’ = ‘charity’
Jihad is a form of ‘earning’ zakat. It is Islamic justification as to why the PA paid terrorists that killed Jews in Israel. This is based on the Qur’anic verse: “Zakat is for the poor, the needy, those employed to collect it, those whose hearts are to be reconciled, freeing captives, those in debt, and for the cause of Allah.”
Be wary of the lie - cause for Allah is the sticking point - we can argue all we want what it means amongst Christians; why don’t we observe 1300 years of practice?

Deloitte has a welfare contract in PA (and one in GA) that is one of the biggest frauds. And I’ll bet most people aren’t even counting that big Deloitte fraud because that welfare money goes to the rich (and H1b. Deloitte is the biggest user of H1b in the US).
