The thugs in Memphis are the bureaucrats and politicians thru all their non profits and NGO's. Their hustle is crime and chaos. That city is going to need to have bureaucratic arrests and prosecutions, then working their way down the chains of command.
A very tough nut to crack, starting off with the DA Mulroy, Mayor Young, Police Chief Davis, the city council members not already indicted, (yes they still hold office after being indicted), the county clerks, Tammy Sawyer and Wanda Halbert.
