FOR THE FIRST TIME IN MORE THAN TWENTY-FIVE YEARS, Republicans in Congress passed a rescissions bill—a rarely used process that claws back funding previously approved by Congress and signed into law by the president.
Doing so marks a new low in the partisan weaponization by President Donald Trump of the appropriations process. It forces us to ask tough questions about the Constitution’s division of power. It may very well force us to ask even tougher questions about how we fund the government when the current funding bill runs out at the end of September.
This particular bill rescinds about $9 billion, mostly from foreign aid and public broadcasting. You might think that’s a small change given the trillions the government spends every year, but the impacts are much bigger than the dollar amount.
Foreign aid often gets described as charity, but it’s really a strategic investment in American security and global credibility. Through it, we help stabilize countries around the world, build alliances, and keep rising powers in check. When we pull back, other nations—like China and Russia—move in fast, filling the void and shifting the balance of global influence.
Republicans claim their rescissions bill is about fiscal responsibility. But just weeks ago, these same lawmakers backed Trump’s legislation adding $3.4 trillion to the deficit with tax breaks overwhelmingly benefiting billionaires and big corporations. Considering that vote, Republicans’ supposed concerns about fiscal responsibility ring hollow.
But while this rescissions bill is reckless, the precedent being set by its passage is even more alarming. Our Constitution gives Congress the ‘power of the purse’ for a reason. It ensures federal spending is controlled by people’s elected representatives, not an all-powerful executive. It’s a crucial check against the expansion of presidential power.
This rescissions bill fundamentally alters that balance.

Takeaway - when Congress passes a law and the President signs it, that’s an attack on the separation of power.
When a District Court judge dictates nationwide legislation against the legislature and the president, that’s Constitutional.

Representative Boyle’s concerns about the US Constitutional provisions would have more credence if the Democrat Party itself didn’t view the Constitution as an obstacle in their path to power.
Since America isn’t based on race or religion, what holds us together is our united belief in the provisions of liberty in the Constitution.
Yet democrats spend every day trying to diminish it, overthrow it, marginalize it, and actually destroy it, despite taking an oath to defend it.
Their sudden concern for the Constitution rings hollow to anyone who’s been paying attention to current events over the last 50 years.

The Bulwark shed any air of “middle of the road” on the day after election day.
Communists cry over the loss of kickback, slush fund and campaign funding streams.
That’s how black their hearts are.
But just weeks ago, these same lawmakers backed Trump's legislation adding $3.4 trillion to the deficit with tax breaks overwhelmingly benefiting billionaires and big corporations.
The only reason the One Big Beautiful Bill added arguably to the deficit is because the guard rails surrounding the bill didn't allow the House and Senate to cement the DOGE reductions. Those reductions are coming in the rescission bills, the first of which has been passed. With more to come.
Deficit reduction is absolutely necessary. Actually, elimination would be better, but have to be realistic about what can be done with Democrat congresspeople.
This rescissions bill fundamentally alters that balance.
So Congress' "power of the purse" applies only to bills that spend more money, but not bills that spend less??
Perhaps the Congressman could cite the particular Section and Clause of Article I that contains that language. My copy seems to be missing it....
Too bad Elon is evidently not smart enough to grasp the process.
