To hold office in CA as Congressman or Senator, Schiff must be a resident of CA. He misrepresented his residency on mortgage forms in MD to get favorable financial treatment. It was entirely voluntary and illegal. He could have resigned his office as Congressman or Senator, declared MD residency and he would have been Ok. He wanted the benefits of both and is eligible for prosecution for fraud in MD.
