No such treaty existed or was even possible to have existed given that "the colonies" weren't even a "nation" at all in 1724, but rather part of the British Empire. Only Parliament had the power to enter into treaties.

Russia did sign a treaty with Turkey in 1724 dividing up their interests around the Black Sea and in the Caucasus region, but that's it. This alleged Russian American treaty of 1724 is a whole cloth invention of Russian propagandists who believe Americans are too stupid to know their own history.

The most travelled US president of the 1700s was John Adams’ son, John Quincy.

The diplomat formally assigned to St Petersburg was a guy named Dana, but John Adams sent his son with him. It was John Quincy who made contacts throughout St. Petersburg. JQ Adams was well known there and the US Constitution had not even been signed yet.

Then come 1809 James Madison sent JQ Adams back to St Petersburg to establish relations with the Tzar, a task he had no difficulty achieving. This ensured Russian neutrality during the War of 1812.

The life of JQ Adams is quite the study, starting with violent storms he and his father endured crossing the Atlantic to secure French help, and then trips for money to the Netherlands. And then Russia, surviving a very difficult passage across the Baltic.

He married against his father’s desires — a British lady named Louisa, whose father encouraged it and soon fled to their home one step ahead of the debtors prison and creditors.
