Parliamentarian is an unelected official, charged with keeping up the rules of discussion and voting procedures.
All she can do is suggests how proceedings should be done.
She can be overruled on anything by a simple vote.
She has no authority on anything!

And of course Thune knows that. But it’s very convenient cover: I want to do what’s best for the country. But that mean ol’ Parliamentarian won’t let me!
As a side note, I looked up the last time the Senate Parliamentarian was overruled. To my surprise, it was way back in 1975.
For an officer mentioned nowhere in the Constitution, the Senate Parliamentarian evidently has considerable power.

The Byrd Rule that defines what can be in a Reconciliation bill is explicit. The Parliamentarian has no particular power, as people are suggesting. It is the Byrd Rule that has the power. She interprets is, and does so strictly.
This particular person ALSO RULED AGAINST DEMs a few years ago when they attempted to put unrelated text into a budget bill they intended to pass on Reconciliation.
At that time, the Dems made a concerted effort to ignore her.
Ignoring her is in effect shutting off the 60 vote cloture rule. It is the only reason anyone cares what she has to say. If the Senate were even 50% ready to shut off the 60 vote rule, then the budget bill would not need to pass under Reconciliation rules. It could pass under normal order.
But the Dems could not get 51 votes to end the filibuster 60 vote rule. Manchin and Sinema opposed doing so.
The same will be true today. We will not get 51 votes to end the filibuster 60 vote rule. Choosing to ignore the Parliamentarian is choosing to ignore the Byrd Rule. It is choosing to end the filibuster 60 vote requirement.
Thune is right. The 60 vote requirement is what stands in the way of imposing narrow majorities onto any sort of law, extreme or otherwise. It is a conservative aspect of the Senate. It is an obstacle to law making, and law making is in general intrusion of government on private lives, a distinctly non conservative thing.
I think that broad has been there long enough and it’s time to replace her.
