Yeah, funny, but... I read the headline differently. I read it as “Thomas Massie... supposedly a Republican... joins and sides with Rashida Tlaib, Nancy Pelosi, AOC, Hakeem Jefferies and, in reality, every other Democrat and RINO that opposes Trump.

§1541. Purpose and policy

(a) Congressional declaration

It is the purpose of this chapter to fulfill the intent of the framers of the Constitution of the United States and insure that the collective judgment of both the Congress and the President will apply to the introduction of United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, and to the continued use of such forces in hostilities or in such situations.

(b) Congressional legislative power under necessary and proper clause

Under article I, section 8, of the Constitution, it is specifically provided that the Congress shall have the power to make all laws necessary and proper for carrying into execution, not only its own powers but also all other powers vested by the Constitution in the Government of the United States, or in any department or officer thereof.

(c) Presidential executive power as Commander-in-Chief; limitation

The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, are exercised only pursuant to (1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.

The US has performed military actions to protect US life & property since the beginning all done without a Constitutional declaration of war.

1. Quasi-Naval War with France
2. Barbary Wars*
3. Perry’s Expedition to Japan - No actual shooting but we were prepared to and we heavily implied we would to the Shogun’s government.
4. 1868 Expedition to Korea to punish the Hermit Kingdom for seizing a ship and imprisoning merchant sailors. Used Marines and sailors to seize and destroy a fort.
5. China Expedition (1900) allied with others - Put down the Boxer Rebellion and relieve the trapped embassies.

* closet analog to current actions in the Middle East.
I could list more but we would then be in more familiar modern times.

As Donald Trump assumes office today, he inherits a targeted killing program that has been the cornerstone of U.S. counterterrorism strategy over the past eight years. On January 23, 2009, just three days into his presidency, President Obama authorized his first kinetic military action: two drone strikes, three hours apart, in Waziristan, Pakistan, that killed as many as twenty civilians. Two terms and 540 strikes later, Obama leaves the White House after having vastly expanding and normalizing the use of armed drones for counterterrorism and close air support operations in non-battlefield settings—namely Yemen, Pakistan, and Somalia.

Throughout his presidency, I have written often about Obama’s legacy as a drone president, including reports on how the United States could reform drone strike policies, what were the benefits of transferring CIA drone strikes to the Pentagon, and (with Sarah Kreps) how to limit armed drone proliferation. .... many needed reforms were left undone—in large part because there was zero pressure from congressional members, who, with few exceptions, were the biggest cheerleaders of drone strikes.

The U.S. Constitution grants Congress the power to declare war (Article I, Section 8), but presidents, as Commanders-in-Chief (Article II), have often initiated military actions, including bombings, without explicit congressional approval. The War Powers Resolution of 1973 aims to limit such actions by requiring notification to Congress within 48 hours and withdrawal of forces after 60 days without congressional authorization, but presidents have frequently bypassed or interpreted this flexibly, citing national security, existing Authorizations for Use of Military Force (AUMFs), or their Article II powers.
