Animal welfare groups find themselves in a real-life version of Napoleon Dynamite, as federal agency leaders appointed by the Republican version of the cult film's Pedro Sánchez enact sweeping changes they've been seeking for decades.
"It's hard to contain my enthusiasm" for Commissioner Marty Makary's announcement last week that the Food and Drug Administration is phasing out animal testing in the development of monoclonal antibody therapies, Animal Wellness Action and Center for a Humane Economy president Wayne Pacelle said in a press call Tuesday.
The Biden administration's FDA "seemed to be inert" on the issue, and even "obstructionist," after Pacelle's groups helped Congress remove mandatory animal testing through the FDA Modernization 2.0 Act in 2022, he said. "We liberated" Makary to act.
The FDA released its Roadmap to Reducing Animal Testing in Preclinical Safety Studies the same day, explaining how it will ramp up "scientifically validated new approach methodologies" such as "organ-on-a-chip systems, computational modeling, and advanced in vitro assays."

Just as there is no perfect animal model for the human, I don’t believe there will be a foolproof computational one for humans OR animals.
Too much of what goes on with animal testing is just extraordinary cruelty. Like what Fauci did with those beagles. Any testing on a live animal should only be done if there’s no alternative, & kept to as few animals as possible.

…This recognition underscored the need for an inter-disciplinary approach to dealing with transmission and was one of the main factors leading to creation of the One World One Healthtm movement. At a conference convened by the Wildlife Conservation Society at the Rockefeller University in 2004, the movement gained its trademarked name and issued a call to action, embodied in the “Manhattan principles” for preventing emerging diseases in human and animal population and maintaining ecosystem integrity (WCS). By 2008, the UN Agencies and the World Bank had drafted a strategic framework, introduced at the “One World, One Health: From Ideas to Action” Conference in Winnipeg, Canada, in 2009 (PHAC, 2009). The premise of One Health is that people, animals and the environment form an interdependent ecosystem that needs to be considered in a coordinated manner (FAO et al., 2008, Frank, 2008). It rests on a conceptually simple model that focuses on contact – and therefore the potential for transmission of disease – between wild and domestic animals and humans (usually depicted as three overlapping circles) in the context of the environment.
This model has worked well as an advocacy tool to present the case for coordination in detecting and responding to outbreaks. It has also fostered discussions on the factors that are contributing to spillover of diseases from animals to humans, the first step in an outbreak. Most of the discussions to date about drivers of emergence (Daszak et al., 2000; A. Dobson and Foufopoulos, 2001, Karesh et al., 2012, Patz et al., 2004, Smolinski et al., 2003) have focused on anthropogenic land use changes – essentially resource exploitation (logging, mining, establishment of plantations, dam building) and associated road building and pollution. These factors are fundamental drivers of disease emergence in wildlife through their effects on habitat fragmentation, biodiversity and host-pathogen dynamics. A second set of frequently mentioned drivers focuses on movement of hosts and pathogens through travel and the transport and trade of animals and animal products. Finally, increased human-animal contact occurs because of increasing human population density and its consequences – encroachment of humans into previously undisturbed areas and the development of larger scale or more intensive animal production systems (Slingenbergh et al., 2004).
Past global health interventions have generally tackled a single region or a single disease, but One Health offers an integrative, holistic health systems approach that also focuses on “ upstream ” prevention rather than reactive response. Just as the World Health Organization (WHO) maintains a multifaceted definition of health as “ a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity, ” so too does One Health attempt to address the many different social, environmental, cultural, and physical determinants of human and animal health. Although different interpretations of One Health exist, certain unifying characteristics remain the same across all applications ( Box 30-1 ).

He calls himself an advocate of “animal welfare” which he defines as seeking the death of domestic animals and seeking the total separation of humans from animals. It’s a leftist religion which sees animal interaction with humans as profane.
“We’ve written before about how Pacelle, not long before he joined HSUS, said “I don’t want to see another dog or cat born” and “I don’t have a have a hands-on fondness for animals…there’s no special bond between me and other animals.” Pacelle also wrote that eating meat is “speciesist,” which is to say you’re discriminating against chickens by eating them.”
