How does what the taxpayer gets from providing funds to Harvard compare to what the taxpayers will lose if Harvard doesn't receive the funds?

Now that would really STING Harvard and just about every other college - as foreign students usually pay sticker price for tuition. In fact, those colleges may not have enough cash to finance their America-hating Liberal Arts programs.
