Beats me.
I’d like to know why Trump wanted to ban it in 2020, and Democrats didn’t want to ban it, then Democrats did want to ban it, and I’m not quite sure about Trump. Why did everyone change?
The whole social media landscape revolutionized once Musk acquired Twitter. I think that’s what’s caused the shift in perspective.
But what about the ‘its a chinese spy’ thing? Did that change? Can that be worked out?

I think the rationale for Trump was that if they could ban TikTok, Truth Social and X could be targeted, too.

No different. Microsoft is directly in bed with China anyhow. So they will just be a proxy for China and give them all the data anyhow.
It’s no more a Chinese spy than Temu, Google, Yahoo, Microsoft, Facebook, Ebay, Amazon, Whatsap, Instagram, or any of the others. (The exception is Red Note “Little Red Book” in Chinese, that one is wholly owned by the PRC government.)
I can see the government not wanting you to have ANY of them on a work computer. But they all track you, aggressively and all the time. You either put up with it or not.
I would rather see them do something about this stupid law.
TikTok may be sold. But the law remains on the books.
Trump is not going to be POTUS forever.
The law will be used against us.

I agree. It seems that Trump is not fully aware of that.
The reason he wanted to ban it is because it’s regarded as spyware. It’s not allowed on any Dept. of Defense devices for that reason. It’s banned in India because of the spyware.
If an American company like Microsoft bought it, then presumably the spyware would be gone.
I don’t know why Democrats want to ban it.
I have wondered that.
