Criminals caught stealing cars need to have their licenses revoked in perpetuity. In addition, they should never be allowed to register a vehicle - the same as they do removing computers from hackers and banking from financial criminals.

I am willing to be that probably 90% of the car thieves don’t have licenses.

Most of the thieves in my area don't have licenses or insurance/registration. What they need is a bullet to the brain pan and let people who don't steal for a living go on about their day.
