Newsom Signs Bill Banning Single-use Propane Cylinders for Camping

California Gov. Gavin Newsom (D) signed a bill this week to ban one-pound, single-use propane cylinders, meaning that only more expensive reusable cylinders will be available in the state.

The San Francisco Chronicle reported:

Disposable propane canisters like the dark green ones used with camping stoves will soon be phased out in California, after Gov. Gavin Newsom signed legislation Sunday requiring all one-pound cylinders sold in the state to be reusable or refillable starting in 2028.

Between 4 million and 7 million of the single-use cylinders are sold in California each year, according to an estimate from the California Product Stewardship Council, a nonprofit local government coalition that sponsored the bill.

In 2022, Newsom vetoed a near-identical bill, SB 1256. In his veto letter, Newsom raised concerns about prohibiting sales of disposable cylinders “without a plan for collection and refill infrastructure.” The governor also urged the legislature to consider “market-based solutions” over an outright ban.

REI, and most camping stores in camping areas already swap 1#,5#and 20# refillable tanks. You buy the first tank full or bring in your own empty refillable tank and leave with a full one for a fee. Which last I checked in Austin the refill fee for a one lb tank was $4 and at a gas station or general mart just outside a state or national park are like $10 or more. Even at Wal-Mart they are two for $11 so the refill are cheaper once you own the tank. Or if you have a 20# and a refill kit you can get propane for <90 cents per lb from tractor supply or pretty much any Uhaul location. Wal-Mart has 20# which they actually fill to 15#s for $19 I just saw them yesterday in front of the store. Even at $19 for 15# that’s still only $1.26 lb you will save money over the life span of the refill tank regardless of how you refill it. Every method of refill is cheaper than the disposable tanks that alone justifies their use. The litter aspect is just gravy. A pox on people who litter in state and national parks. As a Vet we have free access to any national parks,BLM land and forestry land for life, same for my state’s parks and WMAs I see those little green tanks everywhere F those people F them HARD. Same for beer cans and looking at you ladies tour nasty pads and products bury that crap literally.

And how does a homeowner/camper refill these cylinders?

It involves a larger propane tank, an adaptor device, and time and care to not burn/blow yourself up.

We stopped RVing in California when it was illegal to carry guns. We haven’t missed a thing - including being mugged in a campground.

I actually bougnt an ‘offical’ refillable cylinder and adaptor (on sale). I’ll bet prices will climb.

And I have some 20 lb tanks, and the space outdoors for safe refilling.

How about the apartment dweller who goes camping on a couple of holidays? Not a good solution for him.

I made a prediction that Newsom would subtly undermine Harris because he wants to run in 2028.

Here is how he has done that...

1. Signed the bill banning using deep fakes for parity, which made a fake parody Harris video go viral all over again.
2. Signed some goofy “that’s the kind of crap they do in California” stuff that kind of ties her to California.
3. Sarcastically stated in an interview - paraphrasing here... “selection of Harris was from the bottom up, at least that is what he is told say.”

There are probably other things. I have noticed that even MSNBC is subtly sabotaging here the last couple of days.

There are power plays in the party taking place by people that want to run in 2028, and see their chance slipping away if Harris wins in 2024.

Thanks for the informative post.

Are you saying you can transfer propane from a large tank to one of the smaller ones? If so, how do you do it? I have a couple of RV tanks that are past their expiration date, and they won’t refill them. I’d like to transfer propane into them from my newer tanks. I want the older tanks full in case of weather emergencies.
