Ukrainian President Volodymyr Zelensky offered an alarming update on nationwide Russian bombings of his country on Monday, describing blackouts “everywhere” and significant harm to Ukraine’s power grid.
The Russian military launched a sweeping drone and missile campaign on Monday in which it reportedly focused on bombing energy infrastructure. Some Russian media reported that the strikes impacted at least nine regions of Ukraine – including the capital, Kyiv – while Ukrainian state media listed at least “15 regions” suffering various negative effects from the “large-scale Russian attack” out of the nation’s 27.
The attack is the largest Russian operation within Ukraine since Zelensky authorized a counter-invasion of Russia on August 6, initially targeting the border region of Kursk and expanding into Belgorod and threatening the Bryansk region. The counter-invasion appeared to take Russian strongman Vladimir Putin by surprise, allowing Ukrainian forces to capture a significant slice of uncontested Russian territory on the Ukrainian border. Zelensky later explained in public remarks that the objective of the counter-invasion was allegedly to create a “buffer zone” to make it more difficult for Russia to transfer troops and military assets into Ukraine.

The new Ukrainian drone has an its “ range up to 700 kilometers (430 miles) — on par with the U.S.-supplied ATACMS. It showed a map with various airfields, including Russia’s Savasleyka air base, which lies within that range, adding that the Palianytsia can reach at least 20 Russian airfields.”
Sure, but the US ATACMS are of a much higher quality, in precision and speed, and they are available now.
The key issues here: precision, warhead size, ability to fly below the long range radar detection and the scale of production.
Speed is not that important If this “drone” can fly relatively low, precision is critical - not sure If they got any technical support but theoretically they could install the western components in it or even just assemble them from parts mass produced abroad.

I count nine official nuclear weapons countries, but several others are suspected of having nuclear components ready to be assembled at a moment's notice.
And nukes have been built in all sizes and shapes, including so-called "suitcase bombs", perhaps better thought of as "backpack bombs", since they are literally man-portable.
Point is, I don't think Russians can start throwing their nukes at any other country on earth and expect to remain impregnable to all retaliations.
And Russians would not necessarily ever know who built the weapon, or how it was delivered, or when & where to expect retaliation.
Nor is nuclear retaliation the only potential response -- there are many non-nuclear responses that could cause serious and long-lasting damage to Russia's economy and capabilities.
My opinion is, throwing nukes would be the end for Russia as a nation and Russians as a people -- it would be a national version of "suicide by cop" or "Ukraine assisted suicide" and I doubt if any sane Russian seriously wants that.
