Walz’s statement is misinformation. There is absolutely a guarantee of free speech.

Somebody should tell A-Waltz we are a Constitutional Republic, not a Democracy. This is just my take on it. But after the Civil War, the Federal government usurped States authority to the point the liberals like A-Waltz consider us to be a democracy. But then he is an avowed Socialist so I may be wrong.
