There is no constitutional basis for suspending elections in the US. In Ukraine, there are provisions in a state of emergency declared by the legislature, for such calamities as civil wars and invasions, as is the case now.

Biden, if he tried to suspend elections, would be booted out on the basis of the 25th Amendment.
