Yes they were, and they were deliberately kept out of the loop. I heard that the local LEOs were surprised that they were on security detail. They thought they would be on traffic control only.
They were assigned , Yes, traffic control . Our officials notified SS they did not have manpower to cover buildings. That’s a matter of record.

Three months after video footage of Rep. Hank Johnson professing his fear that Guam might “capsize” went viral, the Georgia congressman finds himself under attack from two Democratic primary opponents out to portray him as an unserious representative.
Johnson, a two-term Democrat, is running against former DeKalb County CEO Vernon Jones and DeKalb County Commissioner Connie Stokes in the July 20 primary. Johnson’s assertion before a House Armed Services Committee hearing that relocating Navy personnel to Guam would cause the small island to “become so overly populated that it will tip over and capsize” has provided ammunition to his primary foes.
