In that case the CIA controlled all logistics and recruitment of assassins. The recruiter and development of designated patsies appeared to be the responsibility of James Jesus Angleton, Counterintelligence Chief of the CIA.

Cord Meyer Jr. is a fascinating story. He was Chief of Station in London so one might wonder why he might be involved. It turned out that JFK had slept with his wife and ruined his message—and the now divorced Mr. Meyer did not get mad. He just got even.
“Ruined his message” should be “ruined his marriage”.

One of my favorites is a shouting match (over the phone) between JFK and LBJ the day before the assassination.
JFK had decided he wanted the Texas governor (John Connally) to be in his vehicle in the parade in Dallas. LBJ called up JFK and started screaming at him that it should be Senator Yarborough instead. JFK insisted it was Connally and of course Connally was wounded in the assassination.
There have been rumors (not proven at this point) that Connally was involved in some elements of the assassination plot. If true he would have known that he was about to be “collateral damage” and there was nothing he could do about it.
