If (if) this is true there would be cops all around that building and he still got up there ?

This is NOT up to the locals. The lazy butted, tax payer funded Secret Service should have done their jobs.
So the assassin was climbing on the roof of the local cops operations center?
its the sort of extreme absurdity one faces daily in 2024 America.
That might have added to the confusion over who the guy on the roof with a rifle really was.
Even if that was their assigned area, they would nave been (or should have been) under SS authority and directions. SS is clearly at fault here.
