The camera lens is pointed toward two U.S Secret Service protective detail snipers on the roof behind President Trump. One is the spotter. Turn on sound. You can clearly see both USSS spot the shooter, do nothing, wait for the incoming fire, then respond.

I believe the two black-clad snipers on the roof are local police not Secret Service as denoted by the “POLICE” on their vests. I believe that would have them operating under different Rules of Engagement than the Secret Service (local and PA jurisdiction).
The FBI shot Roy Finicum when he was getting out of his car, with his hands up in the air. Point blank shot him dead.
Or the SS could be wondering if the guy is one of their agents.
Don't all the SS have a com link? How could the snipers be alerted but the SS detail around President Trump not jump into action immediately to hunker him down?
Think about it. A 20 year old kid without extensive training was able to get into a position that allowed him to get off a head shot from relatively close range at a former US President who is also the leading opposition candidate for the presidency. ??
James O’Keefe comments that there were SS drones as well. How did they miss this man crawling up the roof with a rifle? What were the snipers orders. Don’t remove any possible assassin until they fire?
3 seconds is a long time to react, not buying it.

Rules of engagement. He cannot shoot until given the order. So, question is, who held back the order to shoot? Who instructed the superior to hold back the order? And on and on until they get to the person responsible, which as I understand it is Mayorkas.
What you can do legally on your porch is not relevant to hat a presidential or white house security team is trained & authorized to do.
Even on your porch in most states a trespasser with a weapon does not need to fire before you shoot.
Florida’s law states “a person who is not engaged in an unlawful activity and who is attacked in any other place where he or she has a right to be has no duty to retreat and has the right to stand his or her ground and meet force with force, including deadly force, if he or she reasonably believes it is necessary to do so to prevent death or great bodily harm to himself or herself or another or to prevent the commission of a forcible felony.”
I suppose then they’re not even legally allowed to alert the SS agents to swarm the stage and get Trump down immediately upon spotting a threat. Have to let him shoot first? This whole thing stinks. And I’m not talking about your bizarre ROI theory. That’s just dumb and wrong.

It’s the same with military aircraft. They cannot shoot until they are locked on by the enemy.
That might be SS recommendation but I doubt Trump agrees.

According to Wikipedia, the standard uniform for SS counter-snipers is “includes standard police uniforms or utility uniforms and ballistic/identification vests for members of the counter-sniper team” ( https://en.wikipedia.org/wiki/United_States_Secret_Service#Weapons_and_equipment) According to family members who are LEO, all LEO counter-snipers are dressed similarly to reduce the risk that LEO will accidently take out one of their own.
The assassin was apparently wearing light colored fatigues — not the standard SS/LEO counter-sniper uniform. As you point out, the two cops/agents were clearly fixated on the assassin. They should have took him out as soon as they saw the rifle — particularly since counter-snipers generally do not use AR-15’s.
I saw a diagram but I guess I didn’t save it and I think the shooter’s position was off to President Trump’s right like you said.
If I remember correctly, it looked like the Secret Service was on one closer to the podium and also higher than the one with the attempted assassin, which would explain why they were able to take him out after he shot Trump. It doesn’t explain why the hell they let someone up there that close with a rifle.
