I believe the two black-clad snipers on the roof are local police not Secret Service as denoted by the “POLICE” on their vests. I believe that would have them operating under different Rules of Engagement than the Secret Service (local and PA jurisdiction).

I disagree. The standard SS counter-sniper uniform includes a ballistic vest with “Secret Service” printed on the front and “POLICE” printed on the back. In fact, all LEO counter-snipers wear police uniforms that clearly identify themselves as LEO.
The two counter-snipers on the roof should have taken out the perp as soon as they saw that he was not dressed like uniformed LEO and his weapon was not a standard LEO sniper rifle.
