Russia as a nation is not deliberately targeting civilians, and is not engaging in a blood vendetta vs Ukrainians they consider as similar ethnicity. Once they are demilitarized, no longer threatening to Russia and Russian ethnics, and severed from NATO, the war will be over. The amount of annexed territory necessary to achieve those security and humanitarian goals…permanently…is subject to future settlement.

Even in the Donbas today, in many small agricultural villages Ukrainian is still spoken and that is also true of some agricultural villages near Rostov.
