Biden can NOT drop out. He needs presidency to pardon all the Bidens.Why? He could issue a pardon right now and then tender his resignation. As long as he doesn't get confused and screw up the order of the announcements, the pardon would be valid.

This is the necessary next step; it had to be issued before the announcement he is dropping out.

My understanding is that one has to be accused of crime or convicted of a crime to receive a presidential pardon. I am not aware of pardons issued before indictments.

A pardon can be issued for crimes that *might* have been committed. No arrest or conviction is necessary.
As an example, Ford pardoned Nixon for all crimes that Nixon might have committed while he was president.
