Put them in jails and mental hospitals. Worked for many years until they released them all. Much cheaper and some of the mentally ill get treatment instead of dying horrible deaths on the streets.
SF and LA have been spending more than that for a decade or more. It just gets sucked up by the homeless industrial complex and never actually helps get anyone off the streets.
