Rubio cannot run as a VP candidate since he lives in the same state as Prez Trump. Thats my understanding. I may be wrong.

I remember the first time he ran for President- Fox news was “All Rubio, All the Time”. I even wrote to them and asked if they knew there were other people in the face. This is not the first article citing Rubio as a possible running mate. There have been many others, which means he is in the running.
It does not necessarily mean he is the leading contender, but it means there is something there.
