California's Democratic leadership, backed by Gov. Gavin Newsom, wants to keep the tough-on-crime measure off the November ballot. They worry the ballot measure's proposal would disproportionately criminalize low-income people and those with substance use issues rather than target ringleaders who hire large groups of people to steal goods for them to resell online.
If voters approve the tough-on-crime ballot initiative, Democratic leaders plan to void most measures in their own legislative package, citing potential conflicts.
Lawmakers were short on details about how the two paths conflict earlier this week. Later, they said they fear if both efforts succeed, law enforcement would be able to stack penalties and send more people to jails, leading to mass incarceration and overcrowded jails.

I fail to understand the “mass incarceration” and “overcrowded prisons”. I have seen the footage. There is not nearly enough incarceration. Either that or incarceration isn’t a deterrent. What would be a deterrent?
It’s really hard to reduce crime if the people responsible for prosecuting and punishing the guilty don’t want to. Why it’s almost like they identify more with criminals than they do with the lawful. Economic desolation will be the result.

Prisons and mental hospitals aren't coming back. Despite their workers voting 90% Demonrat, they are too expensive, even for big government. Over time, AI-enabled ankle bracelets with instant taser technology could reintegrate a percentage of re-trainables into civilized society. The rest are destined for Demonrat-run permanent tent cities.

Alternatively, do what a Florida sheriff did when he told home owners to shoot home invaders — “save the state some $$”. He also offered state sponsored training so they could shoot straighter.

This is a poison pill, Newsom doing everything he can to keep a repeal of Prop 47 off of the ballot.
The regime in Sacramento is criminal friendly and has a stated goal of “closing the prisons” - by downgrading crimes to misdemeanors and releasing the criminals back onto the streets.
High crime, businesses closing due to high theft, productive citizens fleeing the state - NONE of that matters to the Newsom administration b/c THEY and their loved ones live behind gates with 24/7 armed guards. They also know the state voters are majority Democrat, Newsom defeated a recall in a landslide - and they’ll use vote fraud methods (mail-in or absentee ballots, vote harvesting) to elect their own.
Locked up merchandise - which I see ALL OVER THE PLACE in stores in California might deter shoplifters, but it causes shoppers like me to order from Amazon so I don’t have to search the store to find someone with a key to open up the plexiglass coverings.
I went to a Safeway in San Francisco where each and every aisle of the entire store had locked plexiglass covering the shelves.
Why bother? Easier to order directly for home delivery either from the store itself or Amazon - my neighborhood is full of delivery trucks at all hours of the day - and into the night.

The democrats' real, unspoken concern is, that the proposal would disproportionately incarcerate blacks, even if penalties were fairly applied.
Democrats don’t want to lose the criminal vote.
It’s a standard technique: offer plea deals for the little fish, if they testify against the bigger fish.
But for it to WORK, the little fish need to actually be facing significant consequences.
